Голод Бенгалии 1943 года (бенг. পঞ্চাশের মন্বন্তর) — события 1943 года в британской Бенгалии, во время которых от недоедания и болезней умерло по разным оценкам от 0,8 до 3,8 миллиона человек из 60,3 миллионов населения.[1]

Природные причины

Непосредственной причиной голода стало сокращение продовольствия, при некотором увеличении спроса. В период Второй мировой войны в Бенгалии выращивали три основные культуры риса: «аман», заготовляемый зимой, «аус», заготовляемый осенью, и «боро» — собираемый в весенний период. На долю амана приходилось около 70 % общего объёма производства риса, но зимний циклон 1942 года уничтожил большую часть этой культуры в южных прибрежных районах, а последующие чрезмерные дожди и наводнения нанесли еще больший урон[2]. Всего пострадало 3 200 квадратных миль земли, из которых 450 квадратных миль были сметены приливными волнами, а 400 квадратных миль пострадало от наводнения[3]. Ещё больший урон нанёс грибок, уничтожив от 50 % до 90 % некоторых сортов риса[4].

В то же время японская оккупация Бирмы исключила возможность импорта риса, на долю которого приходилось около 20 % бенгальского рынка[2]. Оккупация Бирмы также вызвала всплеск цен на рис, поскольку спекулянты начали скупать бенгальский урожай. Стоимость риса выросла почти в три раза за шесть месяцев после декабря 1942 года. Паника по поводу дефицита риса только заставила расти цены дальше. Однако анализ статистики показывает, что уровень доступности риса был только на 5 % ниже по сравнению с предыдущим годом и на 13 % выше, чем в 1941 году[2]. Кроме того, увеличение экспорта пшеницы скомпенсировало уменьшение урожая риса, поэтому в 1943 году в Бенгалии не было реальной нехватки продовольствия. В качестве одной из причин голода часто называются действия британской администрации. За первые семь месяцев 1943 года из голодающей Бенгалии было вывезено 80 000 тонн продовольственного зерна[5][6]. Власти, опасавшиеся вторжения японцев, применяли тактику выжженной земли. В частности были конфискованы все лодки, способные перевозить более 10 человек (всего 66 500 судов)[7]. Это нарушило систему внутреннего водного транспорта, поскольку жители использовали лодки для ловли рыбы и доставки продуктов на рынки. Индийский экономист Амартия Сен утверждает, что голод в Бенгалии был вызван экономическим бумом в городах, который поднял цены на продукты питания и тем самым обрёк миллионы сельских тружеников, чей доход остался неизменным, на голодную смерть[8]. Британское правительство могло помочь колонии продовольственной помощью, но по мнению Сена, оно было мало заинтересовано в помощи бедным слоям населения[8].

Историография

Споры о причинах голода продолжались в последующие десятилетия. Попытки определить причины голода включали анализ таких сложных вопросов, как воздействие природных сил, рыночные факторы, провал политики или даже злоупотребления со стороны государственных учреждений, а также спекуляция на войне или другие недобросовестные действия частного бизнеса. Исследования усложняет сомнительная точность большей части имеющихся в настоящее время статистических данных[9], а также сильная политизированность вопроса[10][11][12].
