Charles Tilly (født 20. mai 1929 nær Chicago, død 29. april 2008 i The Bronx, New York) var en amerikansk sosiolog og statsviter. Tilly ble utdannet ved Harvard University og University of Oxford. Han underviste ved University of Delaware, Harvard University, University of Toronto, University of Michigan, New School University, og var ved sin død tilknyttet Columbia University.
Tilly beskjeftiget i sin forskning seg med forholdet mellom politikk, økonomi og samfunn. Hans studier har ligget i skjæringspunktet mellom sammenlignende politikk og historisk sosiologi. Særlig omfattende samfunnsendringer og hvordan disse henger sammen med utfordringer fra sosiale bevegelser eller politisk protestbevegelser.
Charles Tilly mottok en rekke æresbevisninger for sitt samfunnsvitenskapeligearbeid. Han var medlem av National Academy of Sciences (USA) og the American Academy of Arts and Sciences. Tilly ble tildelt den franske utmerkelsen Ordre des Palmes académiques. I 2007 ble Tilly utnevnt til æresdoktor ved Universitetet i Michigan. Tilly holdt i 1993 Stein Rokkan-forelesningen ved Universitetet i Bergen.
